EETL Fast Track LNG Terminal

Project Scope

The Project was duly named as “EETL FAST TRACK LNG Project,” to emphasize on emergency.
The Control Systems and Electrical Motor Control Center portion of the project was awarded to Avanceon to be completed within the same very tight schedule.

Solution

The system comprises of three main areas, the Jetty, the Central Control Room (CCR) and the Custody Transfer Station (CTS) located at a distance of 6km from the CCR.
Communications between the three areas was via a Fiber Optic link.
Controller cabinets were located in the CCR with Remote IOs in the Jetty and CTS.

Brief

Given the acute energy crisis in Pakistan, Government decided to import Liquefied Natural Gas (LNG) from Qatar and use it to cover part of the shortage.
This required a fast-track solution in which LNG was brought via a vessel at Port, and would then be pushed into the already existing gas pipeline of Sui Southern Gas Company (SSGC).
The core challenge was to build a jetty and an LNG terminal within a very limited timeframe: a record 9 months. This is the first LNG project for Pakistan and made the headlines for its avant-garde solutions

Result

The system was commissioned within the targeted timelines and will be in operation starting April 2015, with the confidence that there will be fewer hours of load shedding this summer.
Control and MCC panels housed in portable cabins needed to be “Half Hour Fire Resistant” conforming to the standard BS476 Part 22, a first of its kind for Avanceon.
This also implies a SIL2 compliant ESD system. Avanceon embraced the challenge with agility and met all requirements within the set timeframe.
The purpose of the ESD system is to provide process isolation for gas operations and to shut off the flow of gas into the downstream systems in the event that gas operating conditions exceed the design parameters
